QUALITY PLANNING AND IMPLEMENTATION OF AFFORDABLE HOUSING PROJECTS IN KENYA
Abstract
Purpose of the Study: The study determined the influence of quality planning on the implementation of affordable housing projects in Kenya.
Statement of the Problem: Despite substantial public investment in affordable housing initiatives in Kenya, many projects continue to experience delays, cost overruns, and incomplete delivery of planned housing units. Evidence from the Ministry of Housing (2025) indicates that a substantial proportion of housing projects do not meet their implementation timelines. Although prior studies attribute these challenges to weak project management systems, limited empirical evidence explains how quality planning practices specifically influence implementation outcomes in Kenya’s affordable housing projects.
Research Methodology: The study adopted a positivist research philosophy and a quantitative research design. The target population comprised 420 project personnel drawn from 56 affordable housing projects across Kenya. A sample of 205 respondents was selected through stratified random sampling. Data were collected using structured questionnaires and analyzed using SPSS Version 28. Descriptive statistics and simple linear regression were used to assess the relationship between quality planning and project implementation.
Findings: The results revealed a statistically significant positive relationship between quality planning and the implementation of affordable housing projects (B = 0.412, β = 0.654, p < .001). The model explained 42.8% of the variance in project implementation outcomes (R² = 0.428). These findings indicate that stronger quality planning is associated with improved project execution performance.
Conclusion: Quality planning is a critical determinant of the successful implementation of affordable housing projects. Effective planning strengthens coordination, resource utilization, and execution efficiency across project stages.
Recommendations: Project implementation agencies and county governments should strengthen early-stage planning processes, improve resource planning systems, and institutionalize structured project scheduling tools to enhance affordable housing project delivery.
